The cabinet has approved the proposed “cannabis for private use” bill by parliament. Justice Minister Ronald Lamola announced this in a press conference last Thursday. The bill regulates the use and possession of cannabis and the cultivation of cannabis plants for personal use.
The law sets how much cannabis an adult can possess and makes smoking cannabis in public places a criminal offense. In 2018, the Constitutional Court ruled that the use of cannabis is legal for both personal and medical use. However, it is currently illegal to use it outside of the private home, as well as to buy and sell it.
Cannabis most commonly used drugs in South Africa
According to the National Drug Master Plan published in June, cannabis is currently the most commonly used drug in South Africa. An estimated 3,65% of the population (aged 15 to 64) uses the drug in some form.
The data shows that its use is widespread among all age and income groups and that different forms of the drug are popular for different reasons. ”Hydroponic and indoor-produced cannabis is also on the rise among the youth and affluent communities,” said the Department of Social Development. In this form of hydroponics, no soil is used to grow the cannabis.
