The German market for medicinal cannabis continues to grow rapidly. According to new figures from Prohibition Partners and Business of Cannabis, the market is estimated to reach a value of €1,15 billion in 2026. Notably, approximately three-quarters of the market now consists of patients who pay for their medication themselves.
The figures come from European Cannabis Insights 2026, which was published on August 7 and brings together insights previously discussed during a European cannabis summit in Berlin.
Explosive growth after legislative change
A major cause of the growth is the German legal amendment of April 2024. Since then, medicinal cannabis is no longer subject to the same strict regulations as narcotics. This made it easier for doctors to prescribe cannabis.
This is clearly reflected in the market. Between March 2024 and December 2025, the number of prescriptions is estimated to have increased by more than 3.000 percent. The supply of various cannabis products has also more than doubled.
Germany imported over 201.000 kilos of medicinal cannabis in 2025, nearly three times as much as in 2024. Canada is one of the most important suppliers.
Patients are increasingly paying for it themselves.
A striking development is that health insurers play a relatively small role. Although approximately 90 percent of Germans are covered by statutory health insurance, reimbursed prescriptions represent less than a quarter of the total market value.
As a result, the growth comes primarily from private prescriptions where patients pay for the cannabis themselves. Telemedicine platforms have further accelerated this development.
At the same time, the enormous supply is causing price pressure. Research into German online pharmacies shows that the average price of medicinal cannabis flowers dropped by approximately 31 percent within a year.
