Maryland Governor Wes Moore signed six bills into law Wednesday in Annapolis. One was Senate Bill 516: Cannabis Reform Legislation, which regulates the sale of cannabis before it becomes legal on July 1, 2023.
“This will ensure that the rollout of recreational opportunities in our marijuana state is a fair way to drive,” said Gov. Moore. “The criminalization of marihuana horribly harmed low-income communities and communities of color.”
“We want to make sure that the legalization of marijuana now compensates those communities.” Maryland voters overwhelmingly approved marijuana legalization during the November midterms. When the bill passed, Governor Moore called it "a well-crafted piece of legislation" and said he "looks forward to future cooperation with the legislature."
Recreational cannabis use
Maryland's proposal creates a hybrid licensing structure that allows existing growers, processors and dispensaries to sell medical cannabis to recreational users as well.
