Legalize the production, sale and use of cannabis, also for recreational use. That is one of the objectives of the new government in Luxembourg. With that measure, Luxembourg would be the first country in Europe to fully legalize weed.

The plan is stated in the coalition agreement, to which the coalition parties have signed today. The new government consists of the liberal DP, the social-democratic LSAP and the green party Déi Gréng.

They want to take the wind out of the sails with the plan drug criminals and dealers. Another goal is to minimize the physical damage caused to users, because the state is supervising the quality of soft drugs, the coalition agreement states.

Medicinal weed is already legal

There is still room to go before the plan can become reality. For example, a bill must be submitted, which the parliament must then approve.

The country with 600.000 residents already legalized the use of cannabis for medical purposes in June. This weed becomes according to the Luxembourg Times still imported from Canada, where the cultivation, sale and consumption of cannabis has been officially allowed this fall.

The coalition parties want to expand the current law. The main goal is to decriminalize cannabis and legalize it for domestic production and recreational use under a number of conditions. Those conditions have yet to be established. It is clear, however, that the proceeds from the sale will be invested in education and addiction prevention.

And in the Netherlands?

Uruguay was the first country to fully legalize the soft drug in 2013. Weed is now also legally available in a number of American states. In Europe, there are several countries that allow the use and possession of small amounts of drugs, including Spain, Portugal, the Czech Republic and the Netherlands.

In the Netherlands, the cabinet is working on an experiment to set up legal hemp cultivation in a number of municipalities. More and more municipalities do not want to participate, because according to them the design of the test is too limited, with more street trading as a result.
