The fact that the Dutch government is not really progressively engaged in the weed experiment was evident from all the negative comments from coffee shop owners, advisers, mayors and various political parties in the run-up to the controversial trial. Nevertheless, 26 municipalities reported themselves.

In September, with the advice of the Knottnerus committee, a shortlist of ten municipalities that were seen as the most 'ideal' to participate in the trial with state weed was made from these 26 applicants.

In 2021 the controversial weed test should finally get off the ground. We don't even live in 2020 yet and now the first municipality is dropping out. Zaanstad has indicated that it is withdrawing from the weed test. The registration of Zaanstad came from a council majority. There now seems to be nothing left of it. Harrie van der Laan, chairman of the political group, is investigating whether Zaanstad is indeed participating in the experiment with legal cannabis and why that would be the case. He also wants to know whether the ministry has already been informed of the decision.
